[haskell-llvm] splitting repositories for llvm-base and llvm

Certainly it is acceptable, but it is simpler with distinct repositories. 
I also find it arbitrary, that llvm-base has a sub-directory and llvm has 
not. Currently I am using only llvm-base and I do not need the llvm code.
